The following plan was submitted by Steve Clark through the online redistricting tool.  This plan is publicly available within the online tool and can be used as a template for future plans. This map was voted on and is considered a finalist during the September 22nd meeting. 

Author’s Description: “This plan is a revision of my previously submitted plans.  The objective is to create four geopolitically balanced districts with a mixture of urban, suburban and rural constituencies in each that are reflective of the state’s overall body politic.  Above all, there are no ‘donut holes’ that artificially give any group any sort of unfair advantage over another.  The biggest change from my original plan is a reduction in the geographical size of the pink district that will make it logistically easier and less costly for candidates to campaign in.”

    I like this proposal for the same reasons that I like my own.  As best as I can tell, its main differences from mine are that its northern district gains both Summit County and Daggett County from its eastern district, its eastern/western districts extend further northward into southern Davis County rather than splitting SLC quite as much, and its eastern district gains southeastern Utah so that its southern district may extend further northward into American Fork.  I still prefer my own division of rural Utah to this one, but I still like this one a lot.

    Also, I think that I would prefer that this proposal’s eastern/western boundary follow city lines rather than I-15—although this is more messy, it keeps cities undivided.

    Contiguity appears to be generally maintained. However, Spanish Fork is the access point for Price via Highway 6. The representaitve representing the pink area cannot get  to his district without going through the blue area. Access from the north part of the blue district to the southern part is marginal at best.

    No, US-6 isn’t the only route into Price—there’s also a lonely stretch of US-191 that links the Uintah Basin with southeastern Utah.  Still, I suspect that southeastern Utah belongs more with Utah County than with Salt Lake County.

    Splitting South Davis County & Northern Utah County into 3 congressional districts each looks like a bad split up of common interests.

    Having looked at four of the plans so far, this one just doesn’t sit right with me. I can’t put my finger on anything except that none of the districts feel like they represent a logical subsection of the state either based on a common identity or on a simple geographic contiguity. This is especially true of the purple district.

    Perhaps.  Some counties and/or cities need to be split somewhere.  I don’t know if these two areas can bear such division better or worse than average.  I’d like to know what their residents think of this.  And if these boundaries should be adjusted any.

    Why does this take one neighborhood in NSL and put it in a different district than the rest of the subdivision?  My neighborhood elementary school would have kids in 3 of the districts.  This plan needs some work in the south Davis area!

    It doesn’t seem right to separate a neighborhood like this (Foxboro, North Salt Lake).  The elementary school is affected badly as well.  There must be a better way than this.  It needs work.

    Agreed.  I think that this proposal’s boundaries could be tweaked a bit better there than they are constituted at present.  What do you think about my similar proposal, which is also among the six official semifinalists?  I’m very interested in any suggestions for its improvement.

    So far this seems like the best proposal. It seems to distribute the population fairly evenly. I don’t like to see large population clusters like Salt Lake county all in one district.

    Having been born in, and lived in, Cache County (Logan) for the first 23 years of my life, plus another 2 years later and having lived in Daggett County (Dutch John) for 11 years Currently 22 years in Davis County) what does little Dagget County have in common with Cache County? Why combine these two counties (4 1/2 hours removed from each other) severing the influence they have been able to build with the Uintah Basin? In my eye, Daggett is far better off remaining in a district with Vernal and the Uintah Basin.

    I agree, Lee.  I did this in every one of my submitted proposals.

    This one is virtually the same as the current plan Utah has. All of the people in eastern Utah would have no voice and their seat would have a SL Democrat–oh wait, that’s exactly what the current District 2 is. Keep the SL Democrat vote in SL County. VOTE NO FOR THIS ONE!

    Need to redo this.  I live in the Foxboro area in NSL.  Why are we splitting a city into three different districts.  North Salt Lake is a small city compared to Provo and SLC.  Maybe splitting along city boundaries would be better.  Not down the middle!  Now is it just me or is this plan showing the low income areas of SL county and other areas (NSL) being cordoned off from the rich?  Now whose idea is this?

    I have to amend my previous comment. Having more time to consider all six of the finalists I think this is the second best of them. I think it is far better than the Sumsion map or the variation on it that was adopted. I hope we can get them to reconsider and take a different one as their base map.
